Government & defense
An SDVOSB AI lab for government and defense missions.
The AI Cowboys is a Service-Disabled Veteran-Owned Small Business in San Antonio, Texas, founded in 2024 by retired Air Force leader Michael J. Pendleton and registered in SAM.gov. We build AI that works where missions actually happen: on the platform, inside the perimeter, and on a power budget.
Why an SDVOSB matters to a contracting officer
Federal agencies have a government-wide goal for prime contract dollars awarded to service-disabled veteran-owned small businesses, and the Federal Acquisition Regulation lets contracting officers set aside competitions for SDVOSBs and, within limits, award sole-source contracts to them. The Department of Veterans Affairs runs its own veteran-first contracting program. As an SDVOSB, The AI Cowboys is eligible for set-aside and sole-source awards.
Our identifiers and registration details are on our company and contact pages and in the capability statement on our research page.
What we build for the mission
Our focus, in priority order, is AI and neuromorphic computing, physical and embodied AI, cybersecurity, and quantum computing, plus the synthetic and real-world data behind all of it.
Edge and neuromorphic perception
Perception that runs on a drone, a sensor or a satellite. In our lab, a hybrid Jetson plus Akida deployment held the same accuracy at 9 W that the Jetson alone needed 120 W for.
Air-gapped and on-prem AI
Language models and analytics deployed inside the perimeter, with no dependency on an outside AI provider.
Cybersecurity and AI trust
Autonomous security operations, AI agent security, and continuous human verification through our MagenTrust product.
Independent validation
Third-party testing of vendor AI claims, including robustness, latency, power and security, to a protocol frozen before measurement.
Mission data
Human-labeled real-world datasets and privacy-preserving synthetic data for training and test.
Training
Hands-on AI, machine learning, quantum and cybersecurity training as an NVIDIA Deep Learning Institute and IBM SkillsBuild partner.
Built in a military city
Our office is at the UT San Antonio College of AI, Cybersecurity and Computing in downtown San Antonio, and we are resident at the UTSA National Security Collaboration Center. San Antonio is home to Joint Base San Antonio, the NSA Texas Cryptologic Center and Sixteenth Air Force, one of the densest cyber and defense communities in the country. Building here is a deliberate choice about proximity to the mission.
Security practice
We follow secure software development practice under Executive Order 14028, deliver a software bill of materials, and align our work to NIST, CMMC and FedRAMP. Everything we build deploys on-premises, air-gapped, or in the customer's own cloud.
Questions about government & defense
Is The AI Cowboys a service-disabled veteran-owned small business?
Yes. The AI Cowboys is a Service-Disabled Veteran-Owned Small Business in San Antonio, Texas, founded in 2024 by retired Air Force leader Michael J. Pendleton and registered in SAM.gov.
Can agencies award contracts to The AI Cowboys through SDVOSB set-asides?
As an SDVOSB, The AI Cowboys is eligible for SDVOSB set-aside competitions and, where the Federal Acquisition Regulation allows, sole-source awards. Contracting officers should confirm current status and identifiers in SAM.gov.
Where can I find your CAGE code and capability statement?
Our identifiers are listed on the company and contact pages and in our Organization data, and the capability statement, with NAICS codes and core competencies, is on the research page.
Can you work in classified or air-gapped environments?
Our systems are designed to deploy on-premises, air-gapped, or in the customer's own cloud, with nothing required to leave the perimeter. Specific facility and personnel requirements are discussed per program.
Do you offer AI training for government teams?
Yes. We run hands-on AI, machine learning, quantum and cybersecurity training for federal agencies, enterprise teams, universities and school districts as an NVIDIA Deep Learning Institute and IBM SkillsBuild partner.
